Eagle River Traffic MITIGATION Phase 1

project description

The Municipality of Anchorage Project Management and Engineering (PM&E) Department, in collaboration with the Alaska Department of Transportation and Public Facilities (DOT&PF) and Eagle River Street Maintenance, proposes to improve motorized and non-motorized connectivity within the Central Business District, and safety and traffic flow along Old Glenn Highway, between Eagle River Road and the Artillery Road Interchange. 

Project Goals

  • Upgrade portions of Brooks Loop and Centerfield Drive to provide connectivity within the Central Business District 
  • Improve safety at the Artillery Road and Cross Drive intersection
  • Improve the existing non-motorized access to Business Boulevard

Key Improvements

  • Reduce traffic conflicts at the Artillery Road Interchange and prevent cut-through traffic
  • Provide safe reliable access to businesses north of the Old Glenn Highway
  • Improve the stormwater drainage system along Centerfield Drive

Project History

  • The Eagle River Traffic Mitigation (ERTM) Phase I project was initiated in 2012 through State grants totaling $8.5 million. 
  • The 2014 Reconnaissance Report evaluated interchange concepts at Hiland Road, Artillery Road, North Eagle River Access, and potential interchange at Farm Avenue.
  • The 2015 Business Boulevard Extension Draft DSR presented extension alternatives that ranged from $23 million to $28 million in total project cost. Due to limited funding, the ERTM project focused on developing improvements to the OGH/ERR intersection in preparation for the future extension. 
  • The 2017 Old Glenn Highway/Eagle River Road (OGH/ERR) Design Study Report (DSR) analyzed improvements to the intersection to improve capacity and prepare the intersection for a future extension to Business Boulevard. 
  • The 2017 Brooks Loop/Cross Drive Supplemental Traffic Analysis Memorandum (STAM) proposed and evaluated alternatives in the project area to improve safety and minimize cut-through traffic, consistent with the long-range goals of the ERTM project. As a result of this memo, it was determined that converting the Cross Drive & OGH intersection to a right-in-only (RIO) and constructing a connection between Brooks Loop and Centerfield Drive through the Municipality of Anchorage (MOA) owned vacant property was the preferred alternative. 
  • The 2019 OGH/ERR Alternatives Comparison Memo evaluated the cost benefit of different intersection improvements in terms of cost to construct, measured capacity increase, and whether the alternatives meet original project goals and objectives.
